Cisco VPN client does not support 64-bit versions of Windows
The Cisco Systems VPN client will not install or function correctly in any 64-bit version.
Problem
When you attempt to install the Cisco VPN client on a 64-bit version of Windows, you receive the following error:
Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor.
You might receive this error instead:
Error 28011: Windows 64bit is not supported by Cisco Systems VPN Client <version>.
This is a known issue. The Cisco VPN Client is not designed to install or function correctly in any 64-bit version of Windows. Cisco has not announced any plans for releasing a 64-bit Cisco VPN Client.

Solution
To connect to Illinois State using VPN on a Windows XP 64-bit or Windows Vista 64-bit, use the Network Connect utility within WebVPN.
